NAPT Region 3 Special Election: Meet Your Candidates

 

As part of the upcoming NAPT Special Election scheduled for January 13–14, 2026, members in Region 3 are invited to review the candidate profiles ahead of voting. This special election is being held to fill the Region 3 Regional Director seat following Melody Coniglio’s election as President-Elect.

Three dedicated transportation leaders have stepped forward with their experience, perspectives, and commitment to service. Below, get to know the candidates who are seeking to represent Region 3 on the NAPT Board.


Heather Free Program Administrator, Ohio Department of Education and Workforce

Representing Ohio, Heather Free serves as a Program Administrator with the Ohio Department of Education and Workforce. Her work involves program leadership and collaboration with education and transportation stakeholders throughout her state. Free’s background offers valuable insight into policy implementation and member service—assets she hopes to bring to the Region 3 director role.

 

 

 

 


David Johnson Executive Director, Iowa Pupil Transportation Association

David Johnson brings a wealth of operational and association leadership experience to his candidacy. As Executive Director of the Iowa Pupil Transportation Association and a school bus driver with the Van Meter Community School District, Johnson has a unique dual perspective on both administrative and frontline aspects of pupil transportation. His involvement at the state level positions him to advocate effectively for Region 3 members’ needs.

 

 

 


Katrina MorrisExecutive Director, Michigan Association for Pupil Transportation

A familiar face in regional leadership circles, Katrina Morris currently serves as Executive Director of the Michigan Association for Pupil Transportation and works as a transportation consultant with the West Shore Educational Service District. Morris’s professional experience includes strong engagement with state association efforts and a deep understanding of the challenges and opportunities facing pupil transportation across multiple contexts.

Eligible Region 3 members will receive an electronic ballot and may cast their vote during the January 13–14, 2025 election window.

At this time, no nominations have been received for Region 6. Nominations for Region 6 will remain open until Tuesday, January 6, 2026. If no eligible nominations are received by the deadline, the NAPT Board of Directors may appoint a Regional Director for Region 6 to fill the vacant position.
