NAPT is pleased to announce the results of its recent Special Elections for Region 3 and Region 6, held January 13–14. These elections were conducted following the approval of the 2025 bylaw amendments and leadership advancements within the association.
Region 3: Heather Free Elected Regional Director
NAPT members in Region 3 elected Heather Free as their new Regional Director following a competitive special election. Free prevailed over fellow candidates Katrina Morris and David Johnson, each of whom brought valuable experience and perspective to the race.
Free serves as a Program Administrator with the Ohio Department of Education and Workforce, where she works closely with education and transportation stakeholders across the state. Her professional background provides a strong foundation in program oversight, collaboration, and policy implementation; skills that will support all members and the broader mission of NAPT.
“Heather brings a thoughtful, collaborative approach to leadership and a strong understanding of how policy and practice intersect at the state and local levels,” said Molly McGee Hewitt, NAPT Executive Director. “We are excited to welcome her to the Board and look forward to the perspective she will bring on behalf of Region 3.
NAPT extends its sincere appreciation to Katrina Morris, Executive Director of the Michigan Association for Pupil Transportation, and David Johnson, Executive Director of the Iowa Pupil Transportation Association, for their willingness to serve and for their continued leadership within the student transportation community.
“Serving as Region 3 Director was an incredibly meaningful experience for me, and I know firsthand the commitment it takes to step forward,” said Melody Coniglio, NAPT President-Elect and Nominations Chair. “I want to thank all three candidates for their willingness to lead and congratulate Heather on earning the trust of Region 3 members.”
Region 6: Frank Marasco Elected Regional Director for Newly Formed Region
For Region 6, which was newly established following the 2025 bylaw amendments, Frank Marasco was elected by acclamation after running unopposed.
Marasco brings extensive experience in student transportation leadership and advocacy. His willingness to step forward during the inaugural election for Region 6 reflects a strong commitment to ensuring the new region has a voice and representation on the NAPT Board of Directors.
“Frank’s willingness to step forward during the formation of Region 6 speaks volumes about his commitment to NAPT and its members,” said Hewitt. “His leadership will be instrumental as the region becomes fully integrated into NAPT’s work.”
As the first Regional Director for Region 6, Marasco will play an important role in shaping regional engagement and helping integrate the new region into NAPT’s governance structure.
“The creation of Region 6 is an exciting step forward for NAPT and reflects our continued commitment to collaboration across borders, including our strong partnership with Canada,” said Keith Kaup, NAPT President. “Frank’s leadership and willingness to serve come at an important moment as we build connections, strengthen engagement, and ensure Region 6 members have a meaningful voice within the association. We are thrilled to welcome this new region and look forward to the impact it will have on NAPT’s future.”

NAPT congratulates both Heather Free and Frank Marasco on their elections and thanks all candidates and members who participated in the special election process. Member engagement through nominations and voting is vital to maintaining strong, responsive leadership across the association.
