As the school bus industry navigates aging fleets, rising costs, workforce challenges and evolving technology, Blue Bird is approaching 2026 with a focus on safety, fuel choice, reliability and the next generation of school transportation.
The school transportation industry is no stranger to change and challenges. For Blue Bird, those challenges are helping shape a strategy built around giving school districts choices while continuing to advance safety, reliability and durability.
Albert Burleigh, vice president of North America bus sales for Blue Bird, said one of the most significant issues facing transportation departments today is the increasing age of their fleets.
“There have been significant increases in the costs of school buses and operating expenses over the last several years,” Burleigh said. “With that, school districts are trying to keep older buses on the road. So, a lot of aging fleets is what we see in the industry today, which they’re obviously going to have to replace at some point.”

Districts continue to contend with shortages of drivers and technicians. Some have developed creative approaches to recruitment and retention, Burleigh said, but workforce availability remains an industrywide challenge.
Budgets add another layer of complexity. Vehicle prices have increased, while tariffs and lingering supply chain effects have contributed to higher costs. Operating expenses and fuel prices are creating additional pressures.
Meanwhile, transportation departments must prepare for changing emissions requirements and evaluate an expanding array of technologies.
Against that backdrop, Burleigh said Blue Bird’s priorities remain consistent:
“We want to continue to be the trusted name in the school bus industry,” he said. “We want to deliver safe, reliable, innovative products. We are ‘the school bus company’ in a crowded industry now, so our priorities stick primarily to safety and providing choices for our customers.”

Matching the Bus to the Route
Central to that strategy is Blue Bird’s range of propulsion options. The company offers diesel, gasoline, propane and electric school buses, allowing districts to consider different energy sources for different applications.
Burleigh said the industry is increasingly moving away from the idea that every bus in a fleet must use the same fuel.
“A lot of them are considering that one fuel type or one size fits all isn’t the best for my fleet, in my district, in my community,” he said.
Some districts that introduced electric buses have found that EVs fit certain routes and applications, while continuing to operate diesel, propane or gasoline buses elsewhere.
“We think it’s a strong approach for us to give them that flexibility so that they can fit the route needs and their district needs to a fuel type,” Burleigh said. “It helps control costs and helps them be more efficient.”
Blue Bird’s full ownership of Micro Bird further expands that product portfolio, bringing Type A buses into the broader organization alongside Blue Bird’s Type C and Type D offerings. Micro Bird products are available with propane, gasoline and electric propulsion.
Each platform, Burleigh said, presents different opportunities.
Diesel remains the largest portion of the school bus market and a familiar, trusted technology for many districts. Much of the innovation surrounding diesel involves adapting to changing emissions requirements while maintaining reliability in school bus duty cycles.
Propane has undergone several iterations since Blue Bird introduced its first propane platform in 2008. Through its work with ROUSH CleanTech and Ford engines, the company has continued developing configurations intended to accommodate different vehicle sizes and route requirements.
“Regardless of what fuel type you run, you shouldn’t have to sacrifice things in terms of passenger capacities or the type and size of buses you’re running,” Burleigh said.
Gasoline, meanwhile, fills a different need. Its appeal, Burleigh said, is largely its simplicity, lower upfront cost and familiarity. Finding technicians experienced with gasoline engines can also be easier than recruiting specialized diesel technicians.
Electric buses have experienced perhaps the greatest technological evolution.
Since Blue Bird introduced its electric platform in 2018, Burleigh said the company has gone through several battery changes aimed at increasing range and reliability. At the same time, the industry has developed a better understanding of the range school buses actually require.
Charging capabilities have also advanced, while vehicle-to-grid technology is attracting increasing interest as more utilities develop programs that allow electric school buses to return stored energy to the grid.
As battery technology continues improving, manufacturers must balance additional energy capacity against vehicle weight and passenger capacity.
“You don’t want customers to suffer because of the fuel type,” Burleigh said. “You want them to be able to get in the bus and have it be familiar. All the driver controls look the same. Whether it’s a propane bus or an electric bus, the driver shouldn’t have anything significantly different to do to operate it and operate it safely.”

Safety at the Forefront
Whatever propulsion system is underneath the bus, Burleigh said Blue Bird’s highest priority remains safety.
The company will celebrate its 100th anniversary in 2027, and Burleigh said its history as a school bus manufacturer carries a responsibility to continue advancing student and driver protection.
“How can we build a better bus to keep drivers and students safe?” he said. “We feel like we have a lot of responsibility in that regard to make sure that we’re advancing safety in the school bus industry, that we’re always at the forefront of it.”
Blue Bird has introduced several safety technologies over the years, including electronic stability control as standard equipment. The company offers standard front and rear cameras on its large school buses and introduced three-point seat belts as standard equipment last year, along with a driver airbag (a first for a Type C school bus, according to Burleigh).
The company also builds its own purpose-built chassis designed specifically for school transportation.
“We always take that consideration, really, in everything we do, from design engineering to manufacturing to just the quality we build into it,” Burleigh said. “Safety is always the one thing at the forefront.”
Looking forward, much of Blue Bird’s safety development is concentrating on visibility, both helping motorists see the school bus and giving drivers greater awareness of what is happening around the vehicle. This is particularly important during student loading and unloading.
Blue Bird offers technologies including Mobileye systems that can alert drivers to potential hazards, as well as illuminated school bus signs and stop arms intended to increase vehicle visibility. Burleigh said 360-degree camera technology is also coming to Blue Bird products.
“A lot of the things that we concentrate on are more about visibility of the bus when students are loading and unloading,” he said. “Then, visibility for the driver, so they basically can concentrate on driving and see everything they need to see.”
Designing Around the Driver
That focus extends directly into the driver’s area. With school districts continuing to face driver shortages, Burleigh said manufacturers have a role in creating a workplace that helps reduce stress and workload.
Because Blue Bird designs its own chassis and body, he said the company can approach ergonomics, visibility and comfort specifically around the needs of school bus drivers.
“They should be able to drive that bus all day long and have less stress on them for doing it, not more stress, because they are in it for several hours of the day,” Burleigh said.
That means evaluating mirror coverage, forward and side visibility, camera systems, seating comfort and adjustable controls. Blue Bird offers adjustable pedals to accommodate drivers of different sizes, while climate control and noise reduction are also considerations.
The driver airbag represents another aspect of that philosophy, Burleigh said.
“In the event of an accident, obviously the first responder is the driver,” Burleigh said. “They need to stay safe so they can quickly and efficiently get students off a bus.”
Helping Districts Navigate Change
Manufacturers must also help transportation departments navigate an increasingly complicated regulatory environment.
Federal safety standards, state equipment specifications, emissions regulations and even requirements tied to funding programs can all influence vehicle purchasing decisions.
“There’s not a more regulated industry, I think, than the school bus industry,” Burleigh said.
Blue Bird maintains a compliance team dedicated to monitoring regulatory developments and works with engine manufacturers, powertrain providers and component suppliers to understand upcoming changes.
That information is then communicated through Blue Bird’s dealer network to customers, allowing districts to plan for potential changes to vehicle specifications, fleet strategies and budgets.
“The communication part is key,” Burleigh said. “We’re constantly communicating with our dealer network so they understand what’s happening, and then they can, in turn, advise their customers of those changes and let them plan for the future.”
That advance notice can be especially important when new emissions requirements increase vehicle costs. For districts already stretching replacement cycles and operating aging fleets, unexpected price increases can create significant budget challenges.
“You just try to give them as much information as you can upfront so they can try to manage that the best way they can,” Burleigh said.

Manufacturing for the Next 100 Years
Blue Bird continues to manufacture its Type C and Type D school buses in Fort Valley, Georgia, where the company has operated for nearly a century. Burleigh said Blue Bird has continued investing in the facility and its quality processes.
“We try to make sure a bus doesn’t leave our plant and get delivered until it gets through every possible quality check imaginable that you can give on a school bus product,” he said.
With Micro Bird now fully part of the Blue Bird organization, the company also has manufacturing operations in Drummondville, Quebec, and Plattsburgh, New York.
Looking further ahead, Blue Bird received an $80 million U.S. Department of Energy grant toward development of a new manufacturing plant in Fort Valley. This new manufacturing facility will be state of the art and allow Blue Bird to expand production capacity to meet anticipated growing demand.
As Blue Bird approaches its second century, Burleigh expects the school bus market to remain strong, driven in part by the need to replace aging vehicles. He also expects alternative fuels to continue gaining ground as districts increasingly diversify their fleets.
But the company’s fundamental priorities, he said, will remain unchanged.
“Our priority is going to stay the same,” Burleigh said. “It’s going to be lead the industry in safety, continue to improve our quality, make sure we’re improving customer uptime, strengthen our service capabilities, make sure our dealer network stays strong and provide all these products to the market.”
